HR Director

職務内容/Job duties Purpose of Human Resources is to make a people related strategic proposal to the company ( management ) and execute together with management team, as well as to provide support management and employees with information and tools to achieve the goal of the company.

【Tasks】
●Managing personnel
●HR related policy implementation: implement both HQ driven policies and local policies with the reflection of local laws and regulations, communicate, promote and train management and employees.
Monitor the approval process of policies (e.g. Staff club :employee representatives )
●HR compliance : Role of HR contact person when whistle blower case is escalated to HQ, investigate together with compliance officer on the case and report to HQ. Conduct investigation when escalated to compliance officer or HR locally, report to HQ, takes the case to Disciplinary Committee if necessary and sanction the employee with the decision made in Disciplinary committee. Owner of HR compliance policy, responsible for creation, revision and communication.
●HR Strategy creation : Create Volkswagen Group Japan HR strategy which reflects local regulations, laws, company culture as a group company and unique situation as NSC. Communicate and execute activities based on strategy.
●HR budget :Manage the overall operational, budgetary, and financial responsibilities and activities of the department.
●Recruitment and termination : work with Human resources staff to recruit new employees by managing recruitment agencies, selecting, interviewing, if necessary conduct assessment center based on the HC target numbers. Support management in the case of termination of the contract, negotiate, settle with employees and conduct the off boarding activity with the support of HR members.
Report regularly the situation of HC to top management and gives consultation to all department managers with their planning.
●Safety and health management : Implement and develop safety measures in the company for the time of crisis. Communicate and train management and employees on policies and measures.
●Compensation and benefit : Work with HR specialist to maintain accurate payroll calculation, create new salary revision scheme and communicate with management and employees, execute and monitor the process to be compliant together with MD / CFO. Propose new benefit program to management, execute and communicate with employees on overall benefit scheme of the company.
●Relocation services ( global assignment programs ) : Works with HR specialist to manage global assignment program based on the HQ policy, create local global assignment policy and communicate with relevant employees.
Present new policies and regulations to expat and management.
●Talent development, Performance management and training programs : Implement HQ standard talent development program, train and facilitate management for their succession planning. Create and communicate the local development scheme based on the standard process of HQ to all employees. Plan and conduct necessary assessment. Create performance management scheme based on the standard process of HQ with the consideration of local regulations and laws. Communicate and promote the transparency of the process to management and employees. Coach and support with the tool for management feedback sessions with their team members. Create, communicate and execute a training concept based on the needs analysis and alignment with the vision / value of the company. Works with the HR team members to create a training catalogue, manage external suppliers and budget.
●Working culture : Support management to create a workplace culture that is consistent with the overall organization's and that emphasizes the identified mission, vision, guiding principles, and values of the organization.
Example of the activities : Diversity and inclusion, create, implement and execute Diversity & Inclusion programs based on the strategy in HQ with the local needs and uniqueness. Conduct HQ-lead employee pulse survey, train, communicate and coach management on their action plans and workshops if necessary. Support management for their change management process.
●Performing individual task-related duties in accordance with the knowledge and experience of the position holder.
●Advising other people holding positions at VGT, its cooperating organizations upon request and in consultation with the appropriate people responsible.

応募資格/Qualifications -BA or equivalent
-Fluent in both English and Japanese
-10+ yrs of experience as HR
-3+ yrs of experience as a people manager in HR dept.
-Problem solving, negotiation, interpersonal skill to manage complex situations
-Coaching and facilitation skill to manage personnel
